To make this frame, you will need :

The gold tile :

1 – Open your picture.
2 – Set your foreground color to #979886
and background to #363925
to create this gradient :
3 – Image – Add borders, 3 pixels of contrasting color.
Select that border with the magic wand, and flood fill with the gold tile set as a foreground pattern.
4 – Image – Add borders, 25 pixels of contrasting color.
Select that border with the magic wand, and flood fill with your gradient.
Adjust – Add/Remove Noise – Add noise : gaussian, 30%, monochrome.
Effects – 3D – Inner bevel :
5 – Repeat step 3, and step 4 but reverse the gradient, and again for step 5.
6 – Paste a corner as a new layer and put it on top left.
Duplicate that layer, and move the corner on the inside frame.
Duplicate again and place the corner inside the frame.
7 – Hide the background layer then go Layer – Merge – Merge visible.
8 – Duplicate the merged layer, Image – Mirror.
9 – Duplicate this layer, Image – Flip.
10 – Duplicate this layer, Image – Mirror.
11 – Sign and merge all (flatten).
