
An unusual frame depending on the picture you choose.
For this tutorial, you will only need a picture.
1 – Open the picture and duplicate it twice. Close your original.
2 – On the first copy. Image – resize.
Increase the width by 150 pixels.
The box « Lock the proportion » being checked, the height will be increased proportionally.
The picture will look somewhat blurred but it is normal because of the resizing.
3 – Effects – Image effects – Seamless tiling; use the default settings.
4 – Effects – Distorsion effects – Displacement maps. Choose these settings :

5 – Select – Select all (CTRL + A).
Select – Modify – Contract : 50 pixels.
Select – Invert.
6 – Effects – 3D effects – Inner bevel :

7 – Now back to the 2nd copy of the image.
8 – Image – Add borders : 25 pixels with a color from the picture.
9 – Select that border with the magic wand.
Effects – Texture effects – Texture – Striation (or any other texture of your choice).
Select – Invert. 10 – Effects – 3D effects – Cutout :

11 - Deselect. Edit - Copy.
12 - Paste as a new layer on the prepared frame.
13 - Layers - Merge all (flatten).
14 - File - Export - JPEG optimizer.
